Rugby First BID is governed by a board of directors consisting of, and representing, levy payers across the BID area. The board provide strategic direction and are responsible to stakeholders for the conduct, performance and due governance of Rugby First Limited.

The Revd Canon Edmund Newey is the Rector of St Andrew's - Rugby's parish and civic church. After a short career as a teacher of German and French, he was ordained in 2000 and has served in a wide variety of contexts, including inner urban Manchester and Birmingham, rural Suffolk and in cathedral ministry in Oxford. Within the different skill-sets on the board, he sees his primary task as maintaining a focus on the well-being of the breadth and diversity of the whole town community.

Linda Lowne joined Rugby First in April 2022 after a career in the Civil Service spanning 20 years. During this time she held senior management positions in the Court Service and the Immigration Appellate Authority. Her many voluntary roles have included being a member of the Independent Monitoring Board at Glen Parva Young Offenders Institution. Linda ran her own business for ten years as a sports physio and holistic therapist. In November 2024 Linda was awarded the British BIDs Diploma in BID Leadership. Linda is passionate about Rugby and sees her role as encouraging businesses and the wider community to work strongly together with all key stakeholders to achieve a vibrant town centre.
